Hongkong, 26th: January, 1912.

I have the honour to acknowledge receipt of

your letter of November 27th., relative to the re-constitution of the Appeal Court in Hongkong.

I had no intention whatever of suggesting any reduction of the remuneration considered by Your Honour to be a reasonable return for the valuable services you are prepared to afford to this Colony in this connection, and I merely quoted the figures named by Mr. Harcourt, which I understood to be your ow proposal.

I now understand that Your Honour is prepared to allot not less then five weeks during the year to the work of the Appeal Court and that that time may on occasions be exceeded, and that Your Honour considers that the remuneration should be £300 a year together with the allowances indicated in the letter to you of 15th. November last. I shall be most glad to accept this proposal and to recomend it to the Legislative Council.

I note that Your Honour seye in the last para- -eraph of your despatch that theappointment has been in no way sought by yourself, and that you under take it solely in the public interest though it involves heavy additional work. I am very sensible of the motives which have led Your Honour to consent to assist this Colony in the difficulty in which it was placed, and of the obligation under which we lie. The terms used by Your Honour induce me to give expression to my own anticipations in regard to the Appeal Court of the future. Hitherto litigants have
